Military Ruling: An Essence of Time

Introduction:
Military ruling is as the servicing of a factory when it is attacked by dust, viruses or required a huge replacement of parts to run the machine monthly. So it must not be neglected, but should be encouraged, in a controlled manner when the traditional courts and legal authorities become poisoned.

Why it is needed:
Military ruling is an essence of time especially in the less civilized country. Because the people in these countries do not care the rules and regulations unless they are whipped. The more whipping and triggering going on the more obeying they people are. So the military ruling can not be ignored there when the civil society find it tough to survive in the society, especially in the local areas. The reporters of the media and the government may find it well going from the capital but the scene of local areas are usually varies largely from the central area of those country. Because, farther the rulers stronger the devils. So sometimes the people and preferably the government should be aware of giving the power to the armed forces.

What happens if it is ignored:
Though there is a tendency to avoid the military ruling in many developed democratic countries, but it is a reality that the military ruling is an essence of time at least for some certain regions for a specific duration. It should be realized, and it is very much apparent from many countries in the world, that the society is usually face an war or battle, which may extend regionally or globally, if the situation is beyond the control of the government.

A common mistake that must be avoided:
This should not be the common manner of the army officers to grasp the loft of a higher position in the civil or semi-defense forces from the ruling party. It is a trick of the political government to remove the focus of the eyes of the arm forces from the crime and troubles of the society on an instant basis. This case is usual when the army is preparing to capture the central power of the nation. But the power of the positions, which they are offered are topped by the politicians. They usually nullify, at least partially, the rigid, time-oriented and appreciable decisions of that defense officers. It is a common situation that all the political parties have some corrupts and anti-socials, so they concentrate at a single pole. Then the oppositions that are the well natured people or the party-men face trouble. So the army should be very much serious to avoid such situation. Loftiness does not match with those who sacrifice their lives for the benefit of a nation.

Way of implementation:
Military ruling can be well implemented at any specific district or regions here required. As the district administrators of some country deserves the power of announcing curfew in his area, so why the chief of a local defense quarter exempted from implemented the military ruling in his area. The army need not be worry to ascend the throne because not all the politician was the ruler by borne. Either they are ex-service men or businessmen. So why the armed personnel afraid to lead and rule the country when it is necessary! The military power should be implemented carefully considering the category and status of the people. Up to this the inner configuration of the people should be assessed and detected at first before any punishment. Because a large number of people are covering their hidden nasty pictures of different crimes and corruptions under their well exposure and higher status. At the same time the reverse condition is also correct for some good-beings.

Attention should be given to the duration of ruling:
The military must be promised to the people for their welfare, especially of the moral, humane, and non-armored people who need to avoid any clash with the antisocial beings existing at every level of the society. They should be careful to avoid any type of greediness of power. But it must be committed before ascending the chairs of rulers that they will serve for a specific duration. I think it is very much possible for the army to turn the unfavorable condition of a nation into a calm and quiet one within 4 to 6 months as far. The forces should be mentally prepared that they will return to the cantonment as soon as the duration ends -of course they should finish their programs within that interval. They must hand over the power to a party that really wishes best of the nation and the law and order of the society. Otherwise they may have to compensate of their mistake, which prevails for decades. If anybody inside the army feel that he can overcome the existing critical problem of the country by a political manner he may resign soon and join a suitable party to resolve that. But it is almost a nightmare! The cause is well known and is that in such countries the people do not pay heed to the ‘sweet talks’ and are well obeying to the ‘whips’ and ‘punishments’.

What happens in case of all rulers:
This is a common practice that when a group of people gain the ruling power of a nation it finds tough or feels uneasy to hand over or get down from the power. This is found as the nature of some mean-minded group. Either they become afraid of their improper ruling, torturing to the opposing groups. Their massive corruptions they have doe during their governance or the threat of being tortured by the upcoming party after handing over the power.

What happens in case of army rulers:
In case of army officers there is an extra problem. They get into a huge change from service to ruling when they capture the power of a country. These two jobs are completely different -almost as the two poles of magnetic bar. Because of this turning situation they suffer from a huge change in attitude, behavior, common dealings and so on. When they become adjust after a certain time they feel well, but when they need to get off from the throne they feel it heart-throbbing difficulties. Their situation becomes many times critical then that a political government face. Because the later is usually a ruler and the former are usually the service persons.

The tasks before returning:
While going back to their original duties they become worried of loosing their jobs. But it can be easily avoided by making a treaty with the intervening government or the party to whom they are transferring the power. This can remove their anxiety. They must be careful about any anti group or the group in favor of the party, which they replaced earlier, so that they cannot create any internal threat within the army. The forces must e sincere about their good will. They should well behave with the well being of the society so that they gain supports of their short-time ruling. This will help them during and after their ruling. Moreover, this will help to obtain international and media appraisals. It is not always intellectual to turn aside the police. But it is often better to take the police with them keeping in suitable positions and locations. This must be done carefully and very much observationally. At the same time it is not advised to capture all the civil positions.

Conclusion:
At last it can be expected that the countrymen will feel comfortable during and immediately after release of the army ruling. The anti-socials, whether they may belong to the upper class or not, will be vanished. Crime will be diminished; people will be habited to follow the rules and customs in regular manner. The party men also get lessons from some policies of the descending army power. The world will see that this nation is self-controlled. Not powers from abroad need to be imposed here. And, thus a glorious lesson can be added as the golden pages in the history of the country, which may be a lesson for other countries. However the descending army leaders should be remain alert about the motives of the countrymen after the hand over of ruling power.

A Mouse Cann’t be a Penguin if it Wears a Coat

A Mouse always usually moves to and fro. It can’t become a penguin by the size, or by the quality. Some legal professionals in Bangladesh have appeared in this character. They are so much proud of wearing the black coats –their official suits. They neglect almost every people by the grace of their humpty looking dress. They dam cares the costume of this country. They don’t allow sitting other people in the court rooms, though the court is open to every people by the rules of this country. They solve some problem in the courtrooms; but they create so many new problems in- or outside the court. Most of them are lacking sufficient knowledge and skill which should be needed to carry on this profession.

Still now they could not give up their bad habits. Now a day they are gaining the practices of vaginal misdeeds of some teachers of a particular university [RU] in Bangladesh. They assume every matter that they can not understand as an offense or suspect as a crime. They take every obscured thing negatively, similar to the habits of the teachers. Basically, in Bangladesh, heredity analysis shows that most of them are the successors of the former teachers of different fields.

Many of those legal professionals got escape from going to the jail by various missteps made together with some local politicians and corrupt superior lawyers, who helped them to obtain a license to practice in the court, in most cases purchasing counterfeit certificate from the law college or other authorized bodies. So, it is tough for them to follow the truth and to fight against the false.

They get by heart the codes and implement likewise rather than analyze it. They consider other people as little learned and less powerful than them. They are not usually afraid of doing misbehave with them even in the court room. They underestimate others as they could have been able to find a small periphery of the world. Therefore, they ultimately remain like the mice, which have exposed through the fractures of the soil but can not overcome the cannel due to their size.

Besides, at the earlier stage of the freedom of this country a large number of fourth class employees in the court were given a chance to jump into the advocates by facing a simple examination (100 marks) in the Bar Council. Actually they have been creating many troubles in the legal sectors. Not to say that their statuary level always remains as a matter of controversy.

The Mystery of News

March 9, 2009 by Ashraful Ferdous

It was December 12, 2007. A heart breaking news appeared on a local newspaper, namely “The Gramer Kagoj” (Meaning: Newspaper from the rural areas) in Jessore district in Bangladesh. This news was published with the reference of its staff reporter. It described some propaganda and vulgar against me. All the objections mentioned in the two columns comprising this report were false. I protest against this news at the office of that newspaper. I refused every false statement logically. I asked them for evidence, but they could not show me. But the editor and publisher, the reporter, and the chief news reporter did not care. Even they did not publish any brief about my protest. Then I revealed that the editor and the reporter were convinced by huge bribes from some teachers in different departments in Rajshahi University. Those teachers had influenced those newsmen to publish news against me in order to suppress me in home and abroad. Because earlier those teachers had stolen a theory of my own invention [about poverty alleviation] and they were gone under trial. To avoid the court and to consume the benefits of that theory without further hindrance, they designed such blue-prints. They had earned a large amount of fund from the share [percentage or donation they received by pirating my theory using the name of Dr. Md. Younus] of an internationally renowned award [the so called ‘Nobel Prize’] given to Dr. Md. Younus [Grameen Bank, Bangladesh]. Note that the matter of piracy was informed to the Secretary of the Nobel Committee during 2006 and 2007. As that newspaper did not publish any statement of my protest against their news I had to go to the court with the advice of my lawyers, and then submitted a case involving those teachers and newsmen. And this was published on another local newspaper. Then those reporters, associated with those teachers in R.U. [Rajshahi University] planned to accuse me with a false objection and then tried to call the police so that I cannot move further. As I was innocent and could be able to get escape from that criminal plan, they further planned to kill me, which tried at least for four times in different places in Jessore. They did so with the help of some ex-students of R.U, most of who are acting as teachers in some colleges here, giving rise to artificial, dramatic amazing and base-less issues for the last one year. Still now I have been able to survive in life. But I do not know how long they will practice such notorious activities and when will be they able to get rid of their practice. I draw sincere attention of the concerned persons to obliterate such professionals from the field of Education and News.

Once Alone At A Recent Evening

[I draw the sincere attention of the respective departments regarding the following matter to take necessary steps and prompt action:]
During evening (at about 7.15 to 8.00 PM) on December 22, when I had reached near the Duch-Bangla Bank Booth in front of Jessore Zilla School I was almost killed by some educated miscreants. A number of teachers (a total of at least 10 people) of Jessore M. M. College were prepared from early times. By the indication of Subrato Kumar another teacher Md. Rafiq called me loudly and angrily. Then they asked for a huge amount of money from me (Five Crore Bangladeshi Taka). [They have been informed about this from any spying source that I won a prize of ten crore BD Taka from a U.K. business company]. I became amazed. I told them that it does not match with their profession. They did not pay heed to this but accused me to be collect the money illegally. Then I asked them to inform the police so that I can be verified. They became puzzled and planned to kill me to share the prize money among them. They told me that publishers are the servants of the teachers; they are under their feet, which they also indicated by their shoes. I tried to make them understood that I publish my own works, not others’. But they did not care this and started kicking me. He was trying to show me as an anti-social being, unless I tell him my business inside details. When I tried to defend myself logically, he indicated to hit me incessantly. At that moment I asked the passer-byes to know the fact and to inform the police to rescue me from them. But dramatically those junior teachers blamed me as a subscription-puller (“Chanda Baz”) and started to hit me with rods, pipes, sticks etc and lied down me on the ground, When I was crying they pushed chloroform upon me with the help of his colleagues. After I had got my sense again, he demanded me to sign on an undertaken to assure them that I will not take any legal action. When I tried to read what they had written on it, they banded my eyes and switched off the lights on the electric poles near the spot. Giving rise to some other irrelevant issues they started biting me again without giving any chance of speak. They took away my mobile phone for half an hour and copied all contact numbers from its memory card, so I failed to get any help from the police. Even they put up me a foam/rubber cap and hit my head incessantly (at least 7 times, before I lost my sense) with some hockey-sticks, roads, pipes and woods. After this they triggered at least seven round bullets towards me from the opposite side of the main road. But miraculously I became safe. However, even after these they did not let me leave that place. They compelled me to drink a cup of tea mixed up with some unknown tablets. They compelled me to tell them about my private matters. After some time, I was rescued by some passer-byes.
I became so ill that even now I can not move easily. My normal ability to think and speak has been damaged. I think that you will take sudden attempts to retaliate the culprits. [Please note that the local government don’t so dare to arrest those criminals; because of the limitation of its power. A general diary has been submitted to Kotowali Model Thana, Jessore; G.D. No. 413, Date 10-01-2009. So I request the concerned persons to activate and enhance the police administration also so that they can be successful in this issue.]
DETAILS OF THE CRIMINALS AND THEIR ACTIVITIES
Two of the above teachers, namely Md. Rafiq (Lecturer, Physics) and Biddut Kumar (Asst. Prof. Geography) exposed illegal arms, which they used by three other younger teachers, namely Sadekul Islam (Lecturer, Language Club; he wears a ‘tablig/sunnah’ suit), and Sujit (27th B.C.S., Lecturer, Mathematics), and Subrato Kumar Das, as mentioned earlier. A total of at least 10 teachers were directly involved in that phenomenon including the five teachers, whose names and identities are mentioned here. It is to inform you that most of them are of 24th batch of B.C.S Test, and remaining are of junior batches.[Note: B.C.S.= Bangladesh Civil Service]
They were preparing to create a conflict with me. They banned my passage of going to my destination. One of them, Subrato Kumar Das (Lecturer, Botany), was little known to me, so I just talked to them in a short. After observing the motives of their having illegal arms I expressed my desire to go to my own profession. But they hindered me to leave that place, and asked me for jobs. I clearly told him that now there are no such projects, which they fit for. Because, all the work under my publication is of engineering and I am a writer of the courses, which are studied in the university Honors and Masters Programs. I also told them that whenever I can provide works that matches with their subjects, I will contact them. And then they will be required the permission of their employing authority of their present job. But still then, they did not stopped, but initiated a lot of queries about my business. When they reach deeper things about the policies, program and financial matters I stopped answering.
Remember that they had become informed previously by some R.U. Teachers that I was nominated as a Member of the Senate, Rajshahi University and it is a senior position to them. Instead of giving proper respect, they asked me to address them as “Sir”, though all of them are junior to me both academically and professionally. I told them this reality but they refused to accept and obey the truth. Besides, at the earlier stage, they gave rise to varying opinions on an issue whether the ‘Admin Cadre’ or the ‘Education Cadre’ is preferred and talented. By their question I had to give opinion on the ‘Admin Cadre’ and I had proved it logically. Though they verified it, by a phone call to a concerned person, one of them could not tolerate it and made his colleagues angry and rude to me.
They did so by their excessive pride of being the B.C.S. officers. One of them, Md. Rafiq, who switched down from ‘Admin Cadre’ to ‘Education Cadre’ and trying to implement his magistracy power (though he must have exempted from this right) through his illegal arms which he won from a seize that he did not submit to the right place. On a calm and quite situation of the discussion, he suddenly hit me, but I did not.
They found help from some corrupted R.U. teachers; who supplied fuel in extending the fire of those criminal activities. At least two of the above persons introduced themselves as the former students of R.U. and fought for those R.U. teachers in lue of bribe. Because those R.U. teachers had pirated a theory of mine, the matter of which ultimately went under trial, and they have been avoiding the court heart and soul. Facing the whole occurrence it is confirm that they were prepared from the past, taking some bribes from the god-fathers in Rajshahi and Dhaka University. And I listened from their phone talk and observed that Munshi Monjurul Hoq, (an Assoc. Prof* of Islamic History Department), Md. Sultan-Ul-Islam (Assoc. Prof. of Geology & Mining Department), and a few other teachers of Rajshahi University instigated them from behind. At the end of that phenomena Md. Rafiq, along with Biddut and Subrato were planning to pirate my intellectual properties and bank deposits in home and abroad. (*Entry level first-class position in comparison to government job).
The group of teachers present at that time interfered my family and even parental issue and expressed in public face. It should be mentioned that Subrato Kumar Das studied at the same department (Botany) in Dhaka University, where my spouse, namely, Tarannum Ferdous (who was engaged to me) also studied. He had separated her from me and has been trying to set an illegal relation with that pious lady (although she is senior to him and of Muslim religion). Some culprit teachers in Rajshahi University including Munshi Monjurul Hoq raped her during June 2006, and also later times. I have tried for about two years to contact that lady so that I can get justice. But the culprits, with the help of some D.U. teachers including (Emdadul Hoq, Professor, and Md. Nurul Islam, Lecture, Botany), were able to send her abroad to avoid legal actions. Even when she stays in home I could neither reach nor contact her, as those criminals made her (and her parents) convinced against me and thus her family did not allow these. So, I had to send a legal notice on 21 April 2008 (GEP No. 726, HPO, Jessore) with the help of a lawyer. But ultimately she or her parents refused to receive that notice and so it was returned to me. Now I become fade up with her matter, and I feel it incompatible to pursue for her, as her family refused to send her with me from the very early time (because of their pride of being a citizen of Dhaka City; though they were brought up in Jessore). As the matter has been dismissed legally, logically and also religiously, there is no way open to talk for this. But on 22 December, during that occurrence, Subrato Kumar, suddenly blamed me that I did never went to Dhaka to see/bring her. I asked him evidence for supporting his speech. And I showed evidence of going to Dhaka for more than ten times. But they denied obeying this; even they claimed themselves as her guardians (?). Then I asked them to talk about her in a suitable time. They showed threat to me to talk just at that time, while I was quite busy. So, I requested that they should go to the lawyers and pursue legally, if they want to talk anything about that lady. But the refused and by the hints of Md. Rafiq, changed their attitude and tried to impose her upon me for any obscured reason, the blue-print of which they planned earlier to picture during that time. I had suggested them to go through the legal way, but Md. Rafiq denied to obey the court, dishonored it, and showed extremely rude behavior and emphasis themselves upon the court. He along with some others told, “Lawyers and courts are under the sole of our shoes.” They showed me threat that they will rape my mother and kill me, unless I marry that lady.

Condition of the lower courts in Bangladesh

Unobstructed tendency to fraud the court is available there. To solicit the judges is more intense than to obey the laws. All the laws are effective to the weak people. Strong people either get rid of the court, or remain beyond the periphery of the court. If, anyway they can be pulled within the boundary of the court they come out the court by fracturing the rules. Even, demands of bribes are expressed in front of the judges. The scope of exposing objections clearly is limited there. People are being hindered there while explaining complains. Moreover, the time of the judges is limited to listen too. The seats of the courtrooms are occupied by the lawyers of the courts. They are those people, who hinder the complainants to speak. Because of the lauds and local influence of the lawyers, the jurisdictions of the judges are suppressed and distorted to a large extent. Even the complainants themselves are confined apparently. They are destructed both physically and mentally. At the same time the sitting system and the speak-lounge have been made in such a way that those are clearly laughable.

The great criminals get rid of the laws in front of the public eyes due to their strong financial influence. Other lawyers do not hinder the illegal earnings of their colleagues. Law, lawyers and judges- most of those are busy to trial the lower- and mid-lower class people. Mid- and upper class people don’t usually approach the court. The lawyers and advocates also do not bother their heads about them. Normally they cannot reach them, or if can, they do not dare. The files of the clients do not move unless some reward is given to the employees of the court even after purchasing the tickets at a certain price from the government vendors. To violet or disobey the law is considered as a credit than to obey the law in this country. If any influential person fell into the trap of the laws, the political parties come to rescue him. Foreign laws and lawyers are imported to free him. Money controls the law here but the law cannot properly control the country.

There are many crises of laws but no scarcity of pride. There is a huge crisis of accurate knowledge but no scarcity of flapping. The employees of the court, assistants of the lawyers, the lawyers themselves, pass the secret information of the complainants to defendants very often. The legal- aid seekers are considered as the weak people here. They are insulted in different ways. The prides of the law-enforcing agencies and their judicial employs are sky scrapping. There are not sufficient laws, but there are heavy tendency to get escape from the leaks of that limited laws.

His Mustache Remained Dry Even After Finishing the Whole Milk of the Pot

About the Article: This article was written about a justice of Bangladesh Supreme Court, who occupied that position though he had not authentic academic qualification and had gained a certificate of law with the help of a vicious teacher of Chittagong University, Bangladesh.

What a gentle out-look! It seems that nothing has been happened by that person even after a great destruction. The whole offense is not made by him. On the basis of his intense desire and greediness to a higher post, an efficient planner has performed that destructive event by himself. Even he has played 192 innings but the ball has not touched his bat. How does it possible? The main thing is that some ancient devilish remains in that old balance-erected building, who are saving the ‘life-fathers’ like Akbor, Babor etc. and their sons from the spiral rope of death sentence.

However, the age of the hero in this article is not like this. But he has already finished 192 trials, none of which he has written the verdict, even he has not signed on a single verdict. How much the prudents have known about those mischiefs, which have been performed very minutely? And the honorable two teachers have safe that accused and convicted person very carefully. People have not yet found, from the very proximity of the witness box, the verdict and the certain punishment against the persons, who helped that justice to obtain his certificate and the justice himself who has proclaimed the verdicts of 192 suits. That person has been released only after dismissal. So, is not it clear that, who had hidden that learned (?) justice before the flapping of dust touched him, is also a green-room actor of the series dramma acted during the term of Mr. Faisal. If this claim is not true, then why and by whose indulgence the above justice (Mr. Faisal) delayed to resign even after the declaration of two or more notices? And for whose interest he was hidden to all just before the ultimate national disgrace?

Observing the above circumstances, can’t we say that the laws produced in this country and the traditional penal codes are only valid for the ordinary people; and the scholar group and the administrators enjoy them sitting from a safe distance? If it is not true then why and for whose benefit that burglar is not captured. Whereas the corrupted politicians and the fierce ministers and madams are arrested, then why the comparatively junior judicial administrator is kept free? Why the view of giving punishment to him for establishing the artificial matches is not shown to us?

Basically, the defect is otherwise else. At present, to retain the benefits of a certain      group of professionals, the two helmsman teachers of this country consoled the offence  of  caprice of a counterfiet certificate of that ex-student of a university like this: ‘Oh darling, you have eaten much, not any more, please go off!’ If it has not happened then the cats within the bags of about half a thousand colleagues (of them) of the giant safe-forest in the northeastern region of the country will come out, and as a result, the condition of ascending of the throne will not be retained.

Now we want to see that he is brought under trial like all other accused. Only the order of dismissal is not enough in this case. For this purpose, the attempt taken by any conscious person or a group of persons will be preferred. If any amendment in the rules of Anti Corruption Commission (ACC) is required, that should be also considered. At the same time special bench should be formed to review the 192 suits, which was judged by that justice in the High Court, so that the complainants of that suits will get their legal rights and claims and the defendants will not be oppressed as well.

If the above proposals are implemented then we will think that we can run for a nice and rational politics and good governance.

The Obstacles to the Life Insurance Jobs in Bangladesh

Let, you are a jobseeker. At first you have gone to one of the offices of the life insurance companies. You asked them for your need, requested them for a scope of desk-work. But, now the authority will neither say you ‘no’ nor they will provide you a desk work. Later on, upon frustration, when you will go to that officer again he will order you to work for the development sector. It should be mentioned that, your bio-data have already been resumed at the relevant office. Though you will mention again and again that you’re undesired to work at the development sector, the more will the authority will insist you for that work. Once upon a time if you join in that sector, everyday almost every personnel will inquired you, ‘How many policies have you opened?’ A bothering matter! As if the people are waiting in the lines at a bank to pay the fees of the water and electric supply in due time everyday!

Suppose that, you have succeeded to open some policies, and then submitted the files at the office. Now you deserve the right to get the full amount of the commission. But the office will subtract some amount from your commission for surrounding expenditure before they will give it to your hand as remains of a meal. There are usually some mistakes in the calculations. No respect is shown to the agents. Even clerks do not miss the chance to laud at them. The authority does not hesitate to cut-up the license fees from the commission even before the required number of policies has been obtained.

Now come to the matter about your commission or payment. Larger amount is promised at the time of recruiting, but that is reduced up to 30-40% while it is being paid. Besides, dilly-dallying is made to the policy holders. When the policy holders submitted their policy amount, additional charges are assigned in the papers. At the initial stage they are convinced with different kinds of profits and bonuses, but, at the end, of even after submitting a few premiums, those are reduced to a large extent.

Though you have been committed at the earlier stage to get a higher position, you will be bound by a large target after joining. Some businesses of stationary goods are also held at that office. Those are performed by the employees of that office, which go against the insurance representatives. The prices are 40% more than the market values. The radish of the previously mentioned position will be hanging towards you but to reach that you may have to wait for many years! In case the number of policies (submitted by you) increase, the interest of the authority towards you also increases; and they may keep you in the field level even after this increase. To avoid such unwanted circumstances, you should receive such appointment letter in which your commission, bonus and salary as well as the target of policies will be mentioned clearly. Hence, the probability of being deprived will be reduced. Even after these, if any problem arises you may contact the senior officers at the headquarter. Then you can get expected solutions. You can easily obtain the contact details in the handbills or prospectus of the headquarter of the relevant company.

The Crisis as well as the Vacancies of Seats in the Higher Education Sector

November 20, 2008 by Ashraful Ferdous

Author: Dr. Syed Ashraful Ferdous

For the purpose of higher education the crisis and at the same time the vacancies of seats are a vital matter. It is amazing that we start for the higher level education with a large number of vacant seats while the number of seats is limited. Thus the students, who failed in the competition, become frustrated. At the same time it enlarges the passage of evasion for the shirking teachers to teach the class with vacant seats.

There are many reasons for such vacancies:

1.      Some students migrate to better institutes. Thus many seats of the institutes, which are being left, usually remain vacant. Those vacancies are normally filled in by relatives or well-known of the teachers and staffs of respective institutes without any notice or advertisement. Besides, less qualified or unqualified applicants are provided chance to get admitted in lue of money.

2.      Some applicants participate in the admission test to asses their own merits, even after getting chance into the better institutes. So their names are appeared in the merit lists but they do not get admitted. Instead of this, comparatively distant (from the point of view of merit) applicants or applicants from the waiting lists get admitted. These students suffer from inferiority, as though they haven’t found their names in the proper lists in the admission test result sheets. Because the previously mentioned students went away and remain their higher ranking institutes (first category) leaving behind them (the other group) in the admission test of the lower ranking institutes.

3.      In many times, those vacant seats remain vacant for ever due to the negligence of the authority to hung notices or provide advertisements in proper time.

4.      As there is a scope to participate in the admission test twice after passing the higher secondary level many students take part in the admission test second time with the ambition to get chance in better subjects, faculties , or institutes, even after getting chance at the first contest. When they succeed in the second time and get admitted there, then the seats in the previous subjects, faculties, or institutes, in  which they got opportunity at the first contest remain vacant for the further three or four years, after being occupied by those students for one year ( first year). Because, no students can be directly admitted to these seats of second year (academic year of a course) as they have not studied any lesson of first year.

Thus, due to providing opportunity to sit for the admission tests in the  second time, many students, who have got the chance for admission at the first time and got admitted into an institutes, do not take their lessons properly during the first year of their courses and try to get admitted into another one. Those who fail drop down and re-admitted into first year with new comers. Because of the disturbances of the old students it becomes tough for the newer students to survive in the class-room.

Naturally teachers do not give sight to the seats vacated in that ways. Because, the less the number of the students the more the suitable condition prevails for them, almost no student will ask them about their own quarries. Then less exam sheets have to be examined. Accountability to the authority will be lessened. Probability of claims and demands from the students will be reduced.

Some universities allocated the fees earned from the admission forms for the funds of their teachers and other staffs. So they give the opportunity to sit for the admission test twice for the sake of their admission-business (!). Even they provide the scope to participate the admission exam for the students even after four to five years later than he passes the higher secondary exam. It has been found in a special survey that more than one-fourth of the total seats remain vacant in different universities in Bnagladesh.

Considering the overall circumstances, the Government and the University Grant Commission (U.G.C.) should take such steps that no meritorious students is deprived from the admission into a higher education institute, and at the same time no one can misuse the scopes prevailed now and deprive another.

Arsenic is a fundamental element. Its symbol is (As). At present, in some certain regions, especially in the southwestern region of Bangladesh arsenic problem has become a great crisis. Arsenic problem mainly means the presence of arsenic in edible water more than our need.

Origin and Causes of the Problem:

Arsenic is a complementary element of the ground water. It remains in the soil and the layers of the underlying sediments. If for any reason the water table goes downward then the air enters the portion of the sediments that became exposed. After this the oxygen of the air reacts with the arsenic presents in these sedimentary layers and forms the compound arsenide (symbol As2O3). Later on when the water table again goes upward, then the water submerged those sedimentay layers. As a result the newly formed arsenide get resolved in the water. And the problem arises when this water is extracted and used to drink or for agricultural purpose.

Problems Regarding Health Issues:

Arsenic is harmful for us not only when it occurs in the drinking water but also when it avails in the water used for irrigation in the agricultural field. Because, crops and fruits, which are produced by the plants that absorb the arsenic contaminated water, also contain access arsenic.

Some kinds of bone and skin disease occur when arsenic contaminated water or foods are consumed. The most common of these diseases is called arsenicosis. A person can easily recover this disease again if he/she drinks arsenic-free water, or water containing arsenic within the tolerable limit of the human body.

Note that arsenic contaminated water does not have any impact upon different household works e.g. washing, bathe, laundering etc.

Social Problem

Arsenic problem has now created a great impact on the society. For this reason different non-government and voluntary as well as the government organizations are conducting various activities regularly to reticulate the problem. They are explaining to the people the demerits of this problem.

Even they are teaching the easier ways of remedies. As a result, people affected by arsenic problem are not hated in the society. Though the marriage of an arsenic affected woman is not recognized socially, being got proper knowledge about arsenic problem people are now arranging to rescue them from that problem.

Prevention and Alternative Measures:

Arsenic problem is not a short time problem. To reduce the problem, long term sustainable preventive measures must be taken by the Government efforts. At present rain water can be used for a certain period to use as edible water and for preparing foods as an alternative measure.

Previously they used to go to Dhaka University. Later on they developed friendship with the Jude and their companion countries. Their speeches were not accurate. Neither their brain were sharp. Instead their lustfulness was very prompt. However, they could not adapt with their course mates or colleagues of D.U, at a certain time, with the advice and help of their benevolent, they became successful to convince the government to establish a separate university for them in Rajshahi district during 1953.

Many of them had migrated to this country from the west Bengal province of India. They have owned some nature of their aborigines by the social and heredity right. After the establishment of a separate university for them away from the Capital of the country and in a place dominated by least developed people they had been practicing their unrestricted sexual culture quite safely. Gradually they had been spreading that bad habit into their students. As a result the academic status of the university fell down. They became busy with women affairs instead of giving lectures, exams and directions regularly.

They sucked the breasts of the female students, whenever some students became respondents, they became disappointed. Later on, to retaliate those students the teachers lessened the number of classes and lectures given to the students. So the then military officers of Pakistan Government put pressure upon the teachers. Thus a conflict arose between the teachers and the military. The teachers of that university demanded autonomy of that institute. But the government did not think it wise to give that university autonomy because it was anxious about the boundless mischief of the teachers. Hence the teachers of that university intrigued to separate the province of East Pakistan from the country Pakistan so that they can perform their misdeeds more safely.

After this, the teachers became able to agree a follower student of them to work in favor of them. After he had passed the Honors Final Year Exam, he was given such aljurement that if he would be able to start the war of liberation in this province (East Pakistan) then they will arrange to make him the president of the new state. He was advised to start the battle with a hope of feeding the breasts of the women, especially those staying in that university. Thus the above disciple (pupil) joined the Pak Army at Jessore Cantonment at the junior Commissioned Officer Level, even after having required qualification to join at the Commissioned Officer level, which he gain at the next time.

After doing extensive mass communication within the East Pakistani military he built public opinion in favor of the war of liberation by showing various excuses (which were apparently social). Subsequently the war was started at Jessore district during March, 1971. During that year, while the battle was continued, he took responsibility as the president of the then Acting Government of East Pakistan (its new name is Bangladesh) for about six months. Then he found the possibility of violation of chastity of his own mother and sister by the teachers of that university. So he did not think it reasonable to provide the university autonomy. He had to resign because of the antagonistic environment created by the teachers because of not giving the autonomy to that university. He again joined the liberation war in the active role. And on the basis of his hypocrisy East Pakistan emerged in the world map as an independent country with its new name Bangladesh.

Later on that military officer took auto retirement during 1973 as a Major at his real age of around 27 years. At the same year the universities in Bangladesh got legal approval of autonomy by an ordinance called 1973-Act, and this was due to the generous mentality of the then President. But the government could not implement that act guessing the result of it. After this the former president Sheikh Mujibur Rahman was assassinated during 1975. Hereafter they (the Universities) gained autonomy at his ruling period. Thus they (the teachers) made easier their way of unobstructed illegal sexual activities. They consider their female students as the maid servants, and the other professionals as their servants. Falling into their trap new-born babies also deprived of mother’s milk, as those teachers choice this milk very much. The teachers are doing the above misdeeds in that walled in and exaggerated institute (Rajshahi University) very safely.

During the war that army officer raped the women and children extensively in and around the battle field. He and his group fight in the daylight and in the night went to the nearby villages to rape the ladies. He used to enjoy the singers and call -girls at the palace of the Mujib Nagor Temporary Government, Chuadanga District. While failing to combat the West Pakistani Army, he and his force seek help and surrendered silently and secretly too the supporters (who did not take part in the war put silently supported the Government), of the Pakistan Government. To retain their prestige and to save their lives they committed to raise them in the power of the future government of the emerging country, if it will be freed. He prayed help from the Indian Government during the last half period of the war. Besides, he urged help from German, Russia, and Cambodia. He raped his own children severely as the punishment (!), even for the very minute mistakes. His daughter-in-laws could not get escape from him. He could not change his sexual conduct even after marriage. He has committed sexual abused with his own mother and sister. He did not pray in time, and even now; but has performed the hajj (a religious culture of the Muslims) and added the title ‘hajji’ at the beginning of his name. So the conscious people going to judge him are confused very often.

Thus, due to some ill-natured men, more than three million people lost their lives. Now those teachers are habited to misinterpret the religious dictum. The suits of rape are the matters of conciliation in this country. No strong rule prevails here against adultery.

Moreover, during the post-winning period of the war, hiding his real identity that former military officer cum president admitted again into the Masters’ Course (M.Com.) at Rajshahi University; and he got a great opportunity to suck the milk from the breasts of the females. Later on, he could not get rid of this bad habit. He sucked the milk of his own wife keeping her new-born baby hungry and crying. At that time (when that baby became able to understand speeches) he gave that child the lessons of communism. To conceal his own identity from the sight of the Indian Force and to get release from the charge sheet of the murder case of Sheikh Mujib he has changed his name and have been passing his days quite safely. His new name is Syed Kamrul Islam. At present he is a lawyer and sits on the first floor at the Bar Council Building#2, Jessore, Bangladesh.
